Preferred Qualifications:M.S. or Ph.D. in Agronomy, Agricultural and Biosystems Engineering, Environmental Sciences, Water Resources, Economics, Sociology, Anthropology or closely related field.Experience facilitating a multidisciplinary systems approach to solving complex natural resources problems; including demonstrated success in building consensus, plan execution, revision, and reiteration.Demonstrated experience in project management across organizational groups without direct management responsibility; budgeting, grant writing and project reporting.Documented record of developing and implementing extension and outreach programming including needs assessment, evaluation, adult education, public presentations, active listening, learning from others and effective interpersonal and group communication.Demonstrated experience and/or knowledge of water quality, natural resource challenges and Midwest agriculture.

Job Description:


The Program Manager, Water Quality Programs, Iowa State University Extension and Outreach (ISUEO) Agriculture and Natural Resources (ANR), will coordinate and manage a creative, innovative, and multidisciplinary water quality program. ISU is an international leader in extension, outreach, and research related to how agriculture intersects with natural resource concerns and has numerous faculty and staff from multiple departments working on this interface. This program manager will engage this diverse team of contributors in defining the vision and strategy of the ISU Extension and Outreach water quality program. The individual will also lead coordination, implementation and management of adopted plans and strategies within approved budgetary and time constraints. The incumbent will:

  • Provide leadership and water quality expertise for existing extension program activities related to water quality, quantity and natural resources and develop new initiatives for the water quality extension programs including needs assessment, curriculum development, and evaluation.

  • Lead water quality program staff and engage with faculty and staff on water and natural resources projects including creating professional development opportunities to energize and engage extension personnel.

  • Develop and deliver public presentations, fact sheets and publications, trainings and professional development courses; coordinate conferences, expos, and field days to provide educational opportunities as part of extension and outreach water and natural resources programming

  • Nurture and build partner relationships and collaboration between ISUEO and state and federal agencies, agriculture and natural resource organizations, and other academic institutions on water quality and natural resources issues.

  • Elicit positive synergistic outcomes which align with overarching ANR and ISUEO goals through leadership of stakeholders from constituent partners, groups, and disciplines.

  • Prepare grants and contracts to provide future program funding and support.

  • Represent ANR to internal and external audiences regarding water and natural resources programming.

  • Advise and provide counsel to the ANR program director and assistant director regarding key program financial, organizational, and programmatic decisions.

The successful candidate will possess exceptional skills in team building, written and verbal communication, public presentations and managing relationships with internal and external stakeholders. The candidate will have the ability to work with a variety of people including faculty, staff, students, agency staff and the public. The candidate will also have the ability to remain current on the issues facing Midwest agriculture and the science of water quality.

The Industry Extension Specialist – Program Manager, Water Quality Programs position will be filled at the Industry Extension Specialist II or III level. The level II position has minimum required qualifications of Bachelor’s degree and 3 years of related experience and is a PS808 pay level. The level III position has minimum required qualifications of Bachelor’s degree and 5 years of related experience and is a PS810 pay level.

This is a regular position with fixed term and opportunity for renewal. All accrued vacation must be used during term of appointment or will be forfeited.
