This is a non-merit position with the Iowa Department of Public Health.
The Iowa Department of Public Health is looking to fill a Temporary Secretary 1 (Secretary 1) to assist the state. The successful candidate will administers autopsy files, including but not limited to, toxicology, neuropathology, forensic anthropology, photography, and microbiology reports. Assists in finalization of autopsy reports, arranges files and reports in an orderly fashion, gathers needed signatures and ensures sending of reports to county medical examiner, county attorney's offices, and others. Maintains county investigation files and state autopsy case files (both hard copy and electronic formats) according to procedures, including gathering of missing information and conducting quality assurance checks.
Must be able to determine proper release of information to appropriate organizations including next-of-kin, according to state law. Performs general data entry, photocopying, filing, and correspondence with accuracy on grammar, spelling, and sentence structure. Assists in preparing cremation permits and death certificates for pathologist's signature/approval. Transcribes written and verbal medical documents including autopsy reports. Fills out death certificates and other legal documents within proper time constraints and with accuracy.
Candidate will processe billing (invoicing and accounts receivables), conducts follow-up on non-payments, and documents accurately all invoices and receivables with immediate deposit of monies into appropriate Iowa Department of Public Health/Iowa Office of the State Medical Examiner's (IOSME) accounts. Answers phone calls in a prompt, professional, and courteous manner with routing to appropriate personnel if not a routine question. Retrieves, opens, or distributes mail the same day it arrives. Gathers case-related information while maintaining strict confidentiality. Schedules appointments, court appearances, and makes travel arrangements for physicians, administrative staff, and other personnel.
Candidate will assist with writing and proofing of brochures, reports, correspondence, mailings, newsletters, annual reports, and other assigned projects. Attends and assists with post mortem examinations, including but not limited to, assisting forensic pathologists with paperwork, weighing of organs, delivering histology samples to appropriate entity, receiving and releasing bodies, notifying funeral homes, informing visitors on protocol in the autopsy suites, and assisting with cleaning of the autopsy suites as needed. Assists with the taking of "first calls" and with intake and release of bodies, including completing the necessary intake and release documentation, both in hard copy and electronic format, and doing so without errors.
Screens and checks-in visitors into the facility making certain people are properly identified prior to entry. Has ability to deny entry into secure areas without authorization from administrative staff member(s). Assists with updating service contracts as needed. Complete other duties and tasks, as assigned. All work performed will be done with accuracy and with minimal errors. The employee will report for work as scheduled and work efficiently and cordially as an IOSME team member and provide cross coverage for co-workers.
The employee will also need to be able to work independently on some occasions.
Minimum Qualification Requirements
Experience equal to one year of full-time clerical or closely related work;
post high school course work in an accredited secretarial, business, or closely related curriculum may be substituted for the required experience on a month-for-month basis;
completion of thirty (30) semester (or equivalent) hours of undergraduate college level course work may be substituted for the one year of required experience;
certification from the State of Iowa Administrative Assistant Certificate Program will substitute for six months of the required experience;
employees withcurrentcontinuous experience in the state executive branch that includes permanent status as a Typist–Advanced.
