Summary IOWA AIR NATIONAL GUARD - TITLE 5 EXCEPTED SERVICE POSITION Open to current on board Title 5 employees of the Iowa Air and Army National Guard. LOCATION: JFHQ-AGR HRO, Johnston, Iowa Responsibilities As a HR SPEC (TITLE 5), GS-0201-9, you will perform the following duties: Provides full range military human resources (HR) staffing for Army National Guard (ARNG) and Air National Guard (ANG) AGR personnel and career development services for ARNG AGR personnel. Provides advice and support to ARNG and ANG managers, supervisors, and AGR personnel on full range of military staffing matters. Plans and administers the programs for recruitment, appointment, utilization and distribution, military career-field classification and related career and promotional development of AGR personnel. Determines minimum qualification requirements in accordance with appropriate regulations. Develops position announcements, locates position applicants, validates funding and certifies position is valid and vacant. Develops candidate evaluation criteria and evaluates candidate eligibility, and refers qualified candidates for selection consideration to the nomination/selection board. Compiles and sends results of nomination/selection board to State Adjutant General or his designated representative for reviews. Notifies candidates of the results of their application. Establishes rating and ranking boards and serves as an advisor to or a member of the boards. Maintains necessary documents associated with recruitment and placement priority lists for over graded AGR personnel. Uses a variety of authorization documents, regulations and guides in determining positions to be filled and procedures to be followed in staffing positions. Develops localized AGR job standards in accordance with Military Occupation Skill (MOS)/Air Force Specialty Code (AFSC) regulatory guidance. Provides advice to management regarding all actions associated with AGR military compatibility. Provides advice and assistance to ARNG AGR personnel, supervisors and managers on identifying training needs, in accordance with the Professional Development Program (PDP). Provides guidance to supervisors in planning job-related career development activities for AGR personnel. Advises AGR personnel on self-development activities and explains eligibility requirements and regulatory requirements. Recommends training priorities. Establishes training database for all AGR personnel. Monitors the compliance of the PDP. Sets up and maintains training files. Ensures that local courses and opportunity resources are fully publicized. Performs other duties as assigned. MINIMUM EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: GS 0201 9 - Applicant must have at least 24 months of the following experience: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. Education Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements for many positions covered by this standard.
