The Manager, Value Stream Management (Value Stream Leader) is responsible for providing development support , performance, execution, and growth for Cross Domain Solutions (CDS) , Multi-Level Security (MLS) product line development and delivery within the Core Technologies ( CT ) business area . This includes portfolio strategy, forecasting, proposal preparation, applicable Gate Reviews, establishing and supporting regular customer status meetings, and coordinating with the matrixed functional support teams . This leader works in concert with the Lead CDS VSL and partners with functional sta ke holders to ensure timely completion of development/delivery milestones per Program IMS, Production program oversight and delivery timeliness, as well as post-delivery support. This position includes management of key product lines in support of programs and strategic initiatives . This individual will support the lead ership integrated product team (IPT) leads, various functional support POCs , to ensure all technical, and programmatic requirements are met . Ideal candidate will balance technical knowledge and business acumen to manage assigned product line.
This position is located onsite in Cedar Rapids, IA.
What You Will Do
Support Lead VSL with internal program management reviews
Support Lead VSL with managing the cross-functional team responsible for both development of new and existing CDS /MLS products thru customer-funded or company-funded development programs , as well as CDS Product Production/Delivery programs to meet our customer needs and financial commitments to the Company
Primary backup responsibilities to Lead VSL when Lead VSL is on PTO or there are other absences that affect Le a d VSL in office work schedule
Support development of business case justification for internal investments which sustain and mature the product lines as part of Strategic and Financial Planning
Support Lead VSL to leverage use of common building block architectures from across Mission Systems, and the broader Collins and / or RTX to create "best of breed" solutions
Work with the Core Technologies Finance lead, BD leads, Chief Engineer, and Contracts Finance and Contracts in support of program execution and business capture to meet company financial goals
Respond to requests for information
May lead some stakeholder engagement meetings as assigned by Lead VSL to status deliverables, plans and execution strategies
Interface and coordinate technical support to resolve issues
Support of d iscretionary investment management including oversight of Collins Aerospace company investments (IRAD, Capital and other company investments ) and support company financial forecasting monthly business cadences
Support the resolution and improvement of financial risk and opportunities in coordination with Finance, operations, and Program execution teams
Monitor Program performance across the portfolio relative to plan and make necessary adjustments to ensure program requirements are met
Support Lead VSL with mid to large size development programs, performing road-mapping activities, and ensuring the product line is strong and sustained
Part nering with system level program management teams to receive requirements and develop designs, and additionally transfer product line applicable prod ucts to the CDS portfolio for technology insertions and sustainment
Able to travel domestically up to 10 %
Qualifications You Must Have
Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
The ability to obtain and maintain a U.S. government issued security clearance is required
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
E xperience in project management related tasks, resource allocation, project costing, deliverable tracking, Earned Value Management, schedule and financial data monitoring, and reporting
E xperience managing multi-task contracts and subcontracts of various types and complexity, as well as experience in supporting a multi-vendor environment is desired
Be able to travel up to 10% , primarily domestic
Qualifications We Prefer
Experience with CDS product certification with NSA
Have previous experience in product line management
Have a technical background and experience with development programs
Have experience transitioning products to production
Ha s an active US Department of Defense (DoD) Secret (or higher) security clearance
Have demonstrated ability to brief senior management level leadership both internally and externally
Have demonstrated ability to manage and prioritize multiple efforts simultaneously
Have demonstrated ability to lead cross-functional teams
Have experience with leveraging efforts and technologies from other Collins Aerospace organizations and across R TX
Excellent interpersonal, business relationship and facilitation with high personal integrity

Experience working across business units and customers developing product line solutions that have common framework and can be deployed to multiple system platforms

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
