As a member of our team, you'll play a vital role in providing direction, delegating and evaluating the construction projects in District 6. You will oversee the materials inspection, sampling and testing activities within the district on all State and Federal funded projects on primary, secondary, park, institutional and urban systems. Your Team:You will be providing leadership to over 50 engineers, technicians, and support staff for a 12 county area in east central Iowa. The DCE staff includes (3) Resident Construction Engineers (RCE) serving as managers overseeing construction staff and a District Materials Engineer (DME) that serves as Team Leader for District Materials Office inspection and laboratory staff. The DCE also directly supervises an Engineering Technician Senior who provides direct support for the DCE and other district staff in support of the district construction program along with audit oversight of district project construction records. What You'll Do:Direct the activities necessary to evaluate constructability of the design, working day totals, and traffic management to assure that they meet Specifications and Materials Instructional Memorandum requirements. The DCE is a liaison between the District 6 Office and the Department's central offices in Ames. Provides technical and policy consultation services to internal and external customers such as: materials technicians, District Engineer, District Construction and Resident Construction Engineers and their staffs, District Design Engineers and their staffs, County and City Engineers and their staffs, contractors, and materials producers. Responsible for signing off on the Final materials audit and completion, Final acceptance of the work, and Final payment for all projects within the district. Controls the District Construction, Resident Construction and Materials offices' budget. Provides appropriate facilities and equipment to ensure a safe and productive work environment for all employees. What You'll Need:
Establish and maintain effective working relationship with the District Engineer's Management Team, so programs are accomplished in accordance with Federal and State requirements, departmental policies that meet Specifications and Materials Instructional Memorandum requirements and procedures and the needs of the public.
Effectively communicate with others, both verbally and in writing.
Resolve controversies using judgment, initiative and ingenuity in dealing with factors not easily evaluated.
Key Requirements:Understanding of engineering principles in many areas including highway design, structural engineering, hydrology, and traffic engineering. Knowledge of and experience with construction contract administration and inspection to help ensure delivery of quality, timely, and cost-effective projects that meet federal and state requirements, departmental policies and procedures and the customer's needs. License: A valid Class C driver's license must be possessed and maintained. Candidates must have, or be eligible for, licensure as a Professional Engineer by the Iowa State Board of Engineering Examiners. What we offer:

Shift:Monday through Friday, 7:45 AM - 4:30 PM. Hours may vary. Some overtime may be required. Travel:This position occasionally requires some overnight travel.
Minimum Qualification Requirements
Licensed as a professional engineer, and the equivalent of four years of full-time licensed professional transportation or related civil engineering experience, one year of which must have included supervisory/managerial responsibility. Must have, or prior to appointment, must obtain an active Iowa professional engineering license through the Iowa Professional Licensing Bureau – Engineering and Land Surveying Examination Board;
employees with current continuous experience in the state executive branch that includes experience equal to two years of full-time experience as a Transportation Engineering Manager or Senior Transportation Engineer;
a Masters degree in chemical, civil, construction, environmental, materials, structural or transportation engineering; or an area closely related to transportation engineering may be substituted for one year of the nonsupervisory required experience;
