Procurement Technician (Purchase Card Program Coordinator)/ PD# 23035-A
- Performs a series of analytical, administrative, coordinating and monitoring duties related to the Purchase Card Program.
- Manages, administers and ensures compliance with the Purchase Card Program standards, policies, and procedures at VA Medical Centers (VAMC) supported by the NCO.
- Responds to direct inquiries by the Office of Inspector General (OIG), the Austin Finance Center (FSC), and to the VAMC top management since program standards are part of the Director's performance measures.
- Analyzes and evaluates, on a quantitative and qualitative basis, the effectiveness of the Purchase Card Program or operations in meeting established goals and objectives.
- Analyzes program performance data to identify problem areas and impact, and prevent fraud and abuse.
- Responsible for coordinating and monitoring disputed procurements, billing errors, disputed payments, credits etc.
- Audits the development of the program on a daily basis through the review of reports based on data retrieved from the IFCAP program.
- Serves as Education Liaison for the Purchase Card Program.
- Develops procedures and systems for establishing, operating, and assessing the effectiveness of the Purchase Card Program and compliance of cardholders, approving officials, and alternate approving officials by auditing and reviewing the different aspects of the program.
Occasional travel - You may be expected to travel for this position.

CONDITIONS OF EMPLOYMENT: You must be a US citizen to apply for this job. Subject to a background/suitability investigation. Selective Service Registration is required for males born after 12/31/1959. Position requires filing a Financial Disclosure report.

Basic Requirements for GS-7 There are no basic requirements for this position.
Specialized Experience (GS-7): Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: Knowledge of the rules and regulations of the government-wide or similar Purchase Card Program. Knowledge of Federal Acquisition or similar program regulations and financial regulations pertaining to purchase card procurement actions and use of appropriate accounting data. Knowledge of the interrelated activities involving procurement and supply procedures, which includes contracting, inventory management, distribution, fund control and automatic data processing. Knowledge of auditing, accounting principles, and appropriation data to identify appropriate fund control points, budget object codes and cost centers.Ability to interpret and analyze information, and the ability to reduce such data to clear, precise written summaries, reports and recommendations, etc.

Competency 2 - Ability to effectively work individually or as a team member to perform independent duties involving auditing, training and developing new procedures when needed. Competency 3 - Skill in communication and techniques to conduct regular audits, training and resultant actions stemming from violations of regulations and policy. Competency 4 - Experience working with different levels of staff and management on a one-on-one basis by telephone, in writing, in person, or in a small group to resolve program issues. Competency 5 - Knowledge of a variety of computer software programs such as IFCAP, FileMan, Excel, Word, SharePoint, etc, to conduct data gathering and data analysis in support of program operations and produce a variety of documents such as letters, reports, spreadsheets, and databases.
