Job Description

Overview:

The AEDS Senior Software Development Manager provides technical, administrative, and operational management support over assigned products developed for the U.S. Department of Education, Federal Student Aid. This role manages multiple development teams in the application design and development of multiple platforms—including mainframe, personal computer (PC), web, and mobile systems and applications. This position supervises or oversees at least 20+ employees, including managers and their teams.

Responsibilities:

  • Develop and maintain staffing/hiring plans to maintain a robust development team that can support evolving technology.

  • Create and manage integrated Microsoft Project schedules to successfully deliver quality technical programs on time.

  • Leverage change management tools such as Jira to manage development work activities.

  • Design and implement quality development procedures/processes that adhere to CMMI Level 3 standards, ensuring quality assurance of assigned customer deliverables.

  • Support process and security audits of development activities to support Federal Information Security Management Act (FISMA) compliance.

  • Develop and monitor training plans to ensure resources have the proper skill(s) to support development projects.

  • Participate as a member of the program leadership team, supporting overall program improvement and growth.

  • Support risk management and contingency/disaster recovery management activities.

  • Provide proactive communication practices to the development teams, the program as a whole, and to the customer.

  • Participate in the development of technical project plans, proposals, reports, and task order and administrative reporting.

  • Work directly with the program/software project teams to meet project deadlines and financial objectives.

The AEDS Senior Software Development Manager reports to the AEDS Program Manager.

Frequent contact with Federal Student Aid occurs in the form of conference calls and in person meetings. Business travel is required.

Education

BA/BS in Computer Science related field of study

Qualifications

Skills and Knowledge

  • Bachelor’s Degree or the equivalent combination of education, professional training, or work experience.

  • Demonstrable high-proficiency using Microsoft Project.

  • Experience using Atlassian suite of tools (e.g., Jira) highly desired.

  • Strong analytical and project management skills.

  • Functional knowledge of cybersecurity processes/policies.

  • At least 5 years of experience managing/supervision of a technical team, or equivalent.

  • Demonstrated ability to work productively with a wide range of people to effectively solicit details needed for assigned product areas.

  • Experience with interfacing with external customers to develop and deliver a product road map to achieve delivery objectives.

  • Experience with adhering to engineering standards and process improvement processes.

  • Proficient in managing projects using both Agile and Waterfall software development lifecycle methodologies and the concepts of Continuous Integration (CI) and Continuous Delivery (CD).

  • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group comprising executives, managers, customers, and subject matter experts.

  • Direct experience with Federal Student Aid policies, procedures, and systems highly desired.

  • Professional certification (PMP, ITIL, etc.) preferred.
