Job Description

Human Resources Professional

Performs both basic professional human resource assignments and complex and technically difficult human resource work for Iowa School for the Deaf (ISD) (www.iowaschoolforthedeaf.org) and Iowa Educational Services for the Blind and Visually Impaired (IESBVI) (www.iesbvi.org).

Duties include employment, classification, employee benefits and workers' compensation. Duties may involve recommending basic operating policies and procedures, coordinating a program and/or developing new or revised procedures and methods for a specialized area of human resource administration. Advises staff and the public on human resources actions that can and must be taken in designated areas of human resources. Explains institutional, Iowa Department of Education, and State policy and procedures and then advises what actions can or should be taken.

Performs all Human Resources functions for ISD/IESBVI including:

  • Provide guidance and advice to management, to ensure consistency on human resources policies, work rules, policy enforcement, recruitment and selection, classification and compensation, leave management, investigations, corrective disciplinary action, reasonable accommodations, and FMLA. Serves a liaison with Department of Administrative Services-Human Resources Enterprise (DAS-HRE)

  • Review, research, create and maintain human resource policies for ISD/IESBVI Employee Handbook and consults and collaborates with other Department of Education HR Professional on DOE HR topics. Interpret state and federal laws pertaining to human resource and workforce management, administrative rules, collective bargaining agreement, DAS-HRE and DOE policies.

  • Lead the recruiting and hiring process – prepare recruitment materials, post and advertise vacancies including cultivating relationships with prospective candidates, supports administration through interview and selection process, facilitate salary determination process, offers, and onboarding of new hires.

  • Assist with development of investigatory questions, participating in investigations as needed – including participating in the Schools Title IX process, ensuring all information has been gathered to prove just cause, and provide agency recommendations for action to be taken

  • Prepare and provide information to employees on topics related to human resources and employee benefits. Answers questions and addresses employee concerns.

Hours: 7:30 A.M. – 4:00 P.M., Monday – Friday occasional nights, weekends, and in-state travel

A successful candidate will bring or have the ability and desire to learn:

  • Passion for pursuing common goals in pursuit of public service

  • Knowledge of state and federal laws pertaining to human resources

  • Strong written and verbal communication skills including developed interpersonal skills

  • American Sign Language

  • Experience working with individuals who are deaf, hard of hearing, blind, or visually impaired is a plus.

  • Experience working within a K-12 educational setting a plus.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a Bachelor's degree.

  • A combination of a total of four years of education and full-time experience in technical or professional human resources work, where thirty semester hours of accredited college or university course work equals one year of full-time experience.

  • Current, continuous experience in the state executive branch that includes three years of full-time work performing technical human resources work.
