Associate Head Start Accounting & Operations Manager - 997791


Drake University Head Start is seeking a qualified candidate for the Accounting and Operations Manager position. This position plans, coordinates, and implements the accounting and project management functions for the agency. This position serves to provide fiscal expertise to aid the program in meeting local, state, federal and University regulations and requirements. This position will oversee budget, purchasing, inventory, grant applications, contracts and agreements, construction and project management, data submission and reporting, in coordination with the University and in compliance with Federal Head Start Program Performance Standards, state and local regulations, and rules. This position will work with current Accounting and Operations Manager, and if successful, may transition fully into the position upon their retirement.


Function Percent Description

01 25% Responsible for the accuracy and completeness of all accounting aspects of the program. Perform reconciliation of accounts from the general ledger by researching online and record sources, and preparing ?correcting journal entries? as necessary. Respond to inquiries from vendors, employees, and management; conduct special investigations and historical reviews to resolve problems related to purchasing, budget compliance. Work with partner sites for the accurate processing of EHS-CCP reimbursements. Ensure compliance with Federal, state, University and local guidelines. Works closely with Office of Sponsored Programs. Enter grant information into University, state and federal databases, including Head Start Enterprise System, Grant Solutions, etc.

02 25% Develop budgets, including those for the annual grant application, with the assistance of Leadership Team and others as deemed appropriate, including salaries, taking into consideration multiple funding sources, local market data, and related issues. Maintain and monitor budgets related to multiple funding sources, including CACFP, with established timelines and deadlines. Ensure accurate balances of funds for all budgets, in-kind, and rate of effort. Prepare and submit waiver applications, including non-federal share, as appropriate. Ensure all practices are in compliance with Federal Head Start Program Performance Standards, state and local regulations, and rules.

03 15% Responsible for Project Management of relocation, renovation and/or playground construction projects, ensuring compliance with Davis Bacon Act, federal reporting and requesting approvals when appropriate for Federal Interest projects. Work with program and University staff to ensure outside services are scheduled and work is completed according to contract specifications. Ensure property appraisals are scheduled and conducted in accordance with regulations.

04 5% Maintain security and set up for access systems at any Head Start/Early Head Start locations.

05 5% Monitor subcontracts and Delegate Agreements, including fiscal oversight. Responsible for preparing and renewing vendor/site contracts in accordance with the University contract/insurance department and guidelines.

06 5% Prepare financial reports for Boards, management staff, and local, state, and Federal funding sources. Establish and maintain department records and reports. Ensure the timely submission of federal reports required from the Office of Head Start including annual Grant Application, Property, and Federal Interest etc. Oversee and participate in the completion of assigned projects, such as presentations, operational planning, etc. by gathering and synthesizing data, formatting into documents, spreadsheets, etc. and generating copies or other media for presentation/distribution. Support department managers with ad hoc research, analysis, and report/proposal generation as requested.

07 5% Oversee inventory system. Analyze inputs to the system, verify information accuracy, maintain existing data, and balance fixed assets to the general ledger.

08 5% Supervise assigned staff, conduct performance evaluations, assist in the development of professional goals and support staff to obtain the necessary training and resources to fulfill their job responsibilities. Ensures compliance with Federal, state, and local guidelines.

09 5% Assist in the administration and management of Drake University Head Start as a member of the Leadership Team.

10 5% Represent Drake University and the Drake University Head Start program in a professional manner. Treat clients, co-workers, staff, partners and community members with respect and civility, and ensure a safe and inclusive environment for everyone at all times.

11 0% Other duties as assigned


A Bachelor’s Degree is required in accounting, business, fiscal management or a related field required, certified public accountant preferred. Three to seven years of experience in nonprofit management and/or grant related accounting experience. Working with federal regulations and project management. Detail oriented. A current drivers license and ability to be insured by University’s insurance carrier required.
