Job Description
Iowa Workforce Development’s Finance Division is looking for a new member to join its team! As a Budget Analyst 3, you will be working with a team of accounting professionals to provide reporting and analysis of Iowa Workforce Development’s fiscal health to various levels of management within the agency. The Budget Analyst is a senior role within the Accounting and Finance Division and plays a critical role in state and federal budgeting, federal reporting, and other fiscal and policy analysis. This position partners with multiple team members in the Accounting and Finance Division, as well as other areas throughout the agency.
Job duties include but are not limited to:
Performs various analysis on program expenses for a variety of state and federal programs.
Forecast expected cash needs and related expenses throughout the grant cycle.
Provides monthly reports to various levels of management throughout the agency, identifies trends in grant spending, and provides financial input on various agency initiatives.
Assist and prepares reporting on various ETA federal reports, including determining accruals, unliquidated obligations, and analysis of excess cash.
Provide fiscal review of various state and federal reports.
Assists with federal grant application submissions, provides critical input on the SF-424A as required on federal grant opportunities.
Provides guidance on proper allocation of Iowa Workforce Development’s 19 American Job Centers, partners with Regional Operations Managers to identify allocable costs and appropriate allocation.
Collaborates with the Chief Financial Officer and Bureau Chiefs to prepare the State Fiscal Year budget.
Provide recommendations and assist with the development of policies to meet reporting and internal control standards.
Pre-Audit of financial transaction being prepared by other staff.

What You Bring to Us:
Excellent verbal and written communication.
Previous financial or payroll analysis experience.
Ability to work independently and as part of a team.
Proven ability to balance multiple responsibilities and effectively meet deadlines.
Proficient knowledge in Microsoft Office (i.e., Word, PowerPoint, Excel, etc.) Use of Excel is frequent.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to three years of full-time work in professional level budget analysis or fiscal management.
2) All of the following (a and b):
a. Three years of full-time work experience in professional level budget analysis or fiscal management; and
b. A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
3) All of the following (a, b, and c):
a. Graduation from an accredited college or university with a master's degree in business administration or public administration; and
b. Two years of full-time work experience in professional level budget analysis or fiscal management; and
c. A total of four years of education and/or full-time experience (as described in number one), where twenty-four semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
4) Current, continuous experience in the state executive branch that includes one year of full-time work as a Budget Analyst 2.
