Job Description

The Department is looking for a highly motivated leader to serve as Bureau Chief of Data Management within the Division of Special Education. This position will provide leadership and oversight for assigned program areas and staff.

** Experience in PK-12 special education required.

Responsibilities Include -

  • Administer, supervise and provide leadership for the Bureau of Special Education Data Management. Provide guidance, coordination and oversight for federal and state programs related to the bureau, including regulation, technical assistance, data and accountability. Work in cooperation with the Division leadership team to direct and evaluate services and supports provided to districts and schools. Advise the Deputy Director and Division Directors on actions and needs of the bureau and its work.

  • Provide statistical support, conduct and supervise research and evaluation studies, analyze policy, respond to legislative requests, estimate fiscal impacts of proposed legislation, prepare statistical reports, provide oral and written reports to various constituents. Coordinate the major data collection activities of the Division of Special Education. Develop procedures to review and revise forms, automate the collection and dissemination of data.

  • Work closely with the Deputy Director and Division Director on program needs, implementation issues and programs within the bureau. Coordinate, support, supervise and evaluate bureau Administrative Consultants and Educational Program Consultants in their work of providing data collections and management, analysis and reporting under the Bureau of Data Management. Provide oversight of budget and expenditures for the bureau and as it relates to division needs. Provide guidance to Department policy and practice, and overall support needed for successful implementation and supervision.

  • Plan, assign, direct and conduct the tasks assigned to the bureau. Included in this is the monitoring and evaluation of programs and activities of the Division of Special Education. Provide oversight of the bureau budget, grants, programs, and direct budget development. Direct the preparation of the budget for the bureau, approve the utilization of funds, assign funding priorities, and assure that program requirements are addressed through resource allocation.

  • Support the Director and Special Education Deputy Director's priorities through performing other duties as assigned.

    This is a non-merit position with the Iowa Department of Education. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

3) All of the following (a and b):

a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
