Job Description

The Iowa Utilities Board (IUB) is seeking a full-time Clerk Specialist who will report to the Manager of Customer Service. The Clerk Specialist will receive inquiries and complaints from customers over the phone and in writing, respond to customers by providing accurate information about IUB rules and utility tariffs, contact utilities, or route requests to a technical expert within the IUB. The individual must be highly organized, have excellent verbal and written communication skills, and have the ability to handle a variety of tasks with minimal supervision in a timely and effective manner.

The Clerk Specialist analyzes and reviews customer statements, bills, timelines, and supporting documents provided in complaints and must be able to read and interpret Board rules and apply them to meet customers’ needs. Tracking, maintaining, saving, and filing documentation to support the actions of the Customer Service department are vitally important. The Clerk Specialist coordinates with staff to ensure that customers are receiving timely responses to their inquiries and handles other tasks related to the overall operations of the Customer Service department.

The Clerk Specialist also may be assigned to projects within other IUB departments, including preparing informational packets and scanning documents for Safety and Engineering and preparation of binders, pleading books, and other documents for Regulatory Law. This position also serves as a backup for meetings and hearings by providing assistance with operation of the agency’s A/V system and webinars, meeting and greeting guests who attend proceedings in the hearing room, and assisting staff at off-site meetings.

Use of the IUB’s Electronic Filing System (EFS) requires technical aptitude, attention to detail, computer skills for processing filings, and critical thinking skills to follow up with customers as needed. The successful candidate will proofread filings and documents and have the ability to recognize and troubleshoot filings for errors in standard process, and communicate effectively with outside parties and internal staff on filing, searching, and editing documents within EFS

The equivalent of six months of full-time experience performing records management functions including the creation, organization, maintenance, administrative use, security, public accountability, storage, retention, conversion of paper documents to digital formats and digital to digital functionality.

Minimum Qualification Requirements

Experience equal to three years of full-time clerical or closely related work;

OR

an equivalent combination of education and experience, substituting graduation from high school, G.E.D. equivalency or satisfactory completion of a recognized correspondence or formal job-related training course at the high school or equivalent level such as that offered by WIN, OEO, CEP, CIVEC or similar programs, for one year only of the required experience;

OR

an equivalent combination of education and experience, substituting nine months or thirty semester hours coursework in an accredited business school, college or university for each year of the required experience;

OR

certification from the State of Iowa Administrative Assistant Certificate Program will substitute for six months of the required experience;

OR

employees with current continuous experience in the state executive branch that includes the equivalent of eighteen months of full time experience as a resident treatment worker or Clerk–Advanced.
