Job Description

The Iowa Department of Agriculture and Land Stewardship (IDALS) is looking to fill a Field Auditor position. This position of Field Auditor is under the Accounting Bureau and will also work closely with the Field Services Bureau within the Division of Soil Conservation and Water Quality.

The individual holding this position will travel to and complete annual on-site financial policy and procedure reviews for all 100 Soil and Water Conservation Districts (SWCD) of Iowa. After completion of the on-site reviews, the Field Auditor will prepare a site visit report summarizing any findings and recommendations.

The responsibilities will include reviewing and evaluating compliance with standardized accounting procedures including but not limited to: Segregation of duties, bank statement reconciliations, maintaining accurate financial ledgers, proper expense and revenue documentation, adherence to payroll procedures, claim processing documentation, and records retention.

The successful candidate will also be responsible for working with the SWCD’s on their monthly Treasurer’s Reports and other documents as applicable. This position will also serve as resource for answering questions about policies and procedures and provide recommendations and training to staff and SWCD boards. They will provide both written and oral recommendations to SWCD boards regarding required standardized accounting procedures adopted by the SWCDs and IDALS.

The ability to take and give instruction, learn quickly, and work well with others is essential. Excellent writing skills and attention to detail are also required as well as proficiency with Microsoft Excel. After an initial training period, the successful candidate will be expected to independently manage a schedule of on-site reviews of SWCDs, so the ability to work with limited supervision and to manage time wisely will be necessary.

Minimum Qualification Requirements

Graduation from an accredited college or university with a Bachelor's degree with a minimum of twelve semester or equivalent hours in accounting, business administration or finance, and eighteen months of full-time professional auditing or accounting experience;

OR

an equivalent combination of education and experience, substituting one year of work experience in auditing or accounting work involving the preparation or analysis of financial statements for every thirty semester hours of the required education to a maximum of four years;

OR

employees with current continuous experience in the state executive branch that includes twelve months of full-time work as an Accountant/Auditor 1.

Additional Qualification Requirements

Some positions require overnight travel. Incumbents will be required to make arrangements on their own regarding transportation to and from assigned work areas.
