Distinguishing Features of the Class

Under general supervision of Public Housing Administrator performs specialized and skilled tasks of considerable difficulty associated with new construction and modernization of assisted housing units.

The City of Des Moines' Residency Requirement is in effect for this position. Applicant must be a resident of the City of Des Moines within seven (7) months of appointment date and maintain residency within the City of Des Moines while employed in this position.

Acceptable Experience and Training

At least two years of college with five or more years in the building construction and rehabilitation trades or any combination of equivalent education and experience.

Required Special Qualifications

Position requires a valid Iowa drivers license and proof of insurability.

Examples of Essential Work (Illustrative Only)

  • Under direction, accomplishes a variety of administrative and construction oriented tasks related to the development, planning, construction, rehabilitation, modernization and on-going maintenance of assisted housing units.

  • Assists as necessary in inspection of properties by noting room arrangements, structural conditions, condition of heating, plumbing and electrical systems and based on inspection results, prepares detailed work write-ups and cost estimates for necessary rehabilitation work; assists in preparation of bid documents and bid letting.

  • Monitors and inspects work progress and assists in preparing and disseminating required construction reports; accomplishes annual unit inspections as directed; familiarizes self with plans and specifications applicable to new construction projects; assists in conducting inspections of construction projects; assists in developing required wage rate interviews to ensure contractor compliance with federal wage rates; advises supervisor of problems observed related to construction techniques, construction and materials quality and adherence to plans and specifications; participates as needed in meetings associated with construction; advises supervisor of construction progress, interpreting plans as necessary.
