Identity and Access Management Developer is responsible for designing, developing and supporting key applications for Identity provisioning and governance of user Identities and entitlement privileges.

The developer will build Role Based (RBAC) and Attribute Based Access Control strategies (ABAC) for access to sensitive systems. This role also will build tools to automate provisioning, reviewing, and termination of Access, within the SailPoint Identity IQ Solution and provide technical assistance and direction to the team in the design and implementation of reporting.

This role requires the competency to work closely with IAM operations and IAM DevOps team members to facilitate knowledge transfer of developed technologies and supporting production issues. This team works on Nelnet's identity projects to develop a toolset that brings centralization, security, and timely access to resources. This position requires work in support of the Company’s contract with the United States Department of Education (“ED”). As such, the United States Government requires that any applicant for this position must complete United States Government security clearance. Effective June 1, 2018, ED has informed Nelnet that security clearance applications for foreign nationals are not being accepted or processed. In light of this direction from ED, Nelnet will be unable to hire applicants without United States citizenship for such positions.


  • Day to Day engagement, responsibility, and support for Nelnet’s SailPoint IdentityIQ implementation

  • Code development for application connections, workflows, reporting, role management, web service calls, and other rules.

  • Adhere to change management practices to utilize\manage code repository and quality system deployment\build processes.

  • Production support of incident and problem management processes driving root cause resolution and reduction of future incidents.

  • Assess all activity with a lens of auditability, regulatory, risk mitigation and security, while maintaining service level requirements and driving automation.

  • Develop documentation including workflow diagrams, test scripts, and operational support information.

  • Build professional relationships and communicate clearly with peers, vendors and stake holders for training, knowledge share, and collaboration in organizational efforts.

  • Lead and participate in gathering requirements and design of sustainable Identity solutions

  • Champion Identity systems and tools across the organization.

  • Commitment to personal development through learning and curiosity.

Required Experience and Competencies

  • Development support of SailPoint IdentityIQ

  • 3 years of experience in development practice using SQL, HQL, JSON/XML/RPC, Python, REST, and Java - Beanshell

  • 3 years’ experience with assessing and implementing access control procedures and processes

  • Working knowledge of Microsoft Windows AD, Azure AD, LDAP and virtual directories

  • Understanding of Authentication, Authorization and RBAC deployment practices

  • Utilization of code repository and SDLC practices.

  • Strong verbal and written communication skills, team player with proven collaboration skills, critical thinking and creative problem-solving skills

Desired Experience and Competencies

  • SailPoint Certified IdentityIQ Engineer

  • Experience with multiple IdentityIQ implementations

  • Minimum 3 years with data security

  • Foundational understanding cloud Infrastructure

  • Experience working with products from SailPoint, PingIdentity, Thycotic, ServiceNow, Workday and Splunk

  • BS degree in computer science or technology related discipline.

  • Colorado Candidates: Salary range for this role is $65,000 - $125,000
