Summary IOWA AIR NATIONAL GUARD - TITLE 32 EXCEPTED SERVICE POSITION This position is restricted to current Military members of the Air Force, Air Reserve, or Air National Guard willing and eligible to become a member of the Iowa Air National Guard. LOCATION: 132d Wing, Des Moines, Iowa Responsibilities As a INTELLIGENCE OPERATIONS SPECIALIST, GS-0132-9/11 your duties are below. 1. Performs mission execution in all section activities to include standards and evaluations, qualification training, scheduling, and tactics, techniques, and procedures. Possesses knowledge of a wide range of Airborne ISR concepts, principles, and practices; and, an in-depth knowledge of specific functional areas of Signals Intelligence to accomplish work processes through the use of related intelligence systems, mission equipment, methods, services, and facilities. Reviews, analyzes, and resolves difficult and highly complex intelligence problems. Develops briefings for mission preparation, including combat planning, weather factors, mission objectives, and other agency coordination to ensure effective mission execution. Makes mission recommendations to operations officer. Develops operations exercises which test the capabilities and proficiency of the crew. Interacts with multiple national and defense organizations during the planning process, including MAJCOM, Joint Commands, and coalition partners. (50%) 2. Must perform duties in one or more of the following sections: a. Weapons and Tactics: (10%) Enables weapon system optimization for intelligence system employment and integration into Combat Air Force operations. Develops and teaches advanced warfighter educational lessons to all squadron personnel. Conducts warfighter education to combat mission ready (CMR) personnel. Works closely with the operations training section to expand the recurring training program (classroom and scenario) to increase the crew baseline knowledge. Provides supporting/background information on which to build lesson outlines. Develops and administers weapons and tactics knowledge examinations to unit crewmembers. Collaborates in the development and execution of deployments and exercises involving ISR capabilities. Reviews and facilitates new system employment techniques, and trains unit personnel on new tactics and procedures. Develops new tactics on ISR operations methods, and enhancement training of deployed operations. Enhances next-generation intelligence systems subject-matter expertise and operational mission readiness and utilizes test activities to enhance fielding of future intelligence systems.Assists in developmental and operational testing and trial period procedures. Leads efforts to develop and maintain a unit tactics manual to include approved unit tactics, Tactic Improvement Proposals (TIP) awaiting submission, and tactics awaiting approval. Collaborates and researches in the development of new Tactics, Techniques, and Procedures (TTPs) for the assigned weapon system. Recommends changes for implementation to the Air Force Doctrine Document (AFDD 3-1) and guidance for intelligence operations. Identifies deficiencies in squadron employment plans and implements corrective action to ensure unit mission readiness. Monitors squadron and higher-level programs to develop new methods to satisfy unit training requirements; and liaises with multiple higher headquarters (HHQ) to provide latest material available on weapons, tactics, and associated intelligence systems and their use in ISR units. b. Operations Training: (15%) Ensures combat readiness and proficiency of Airborne ISR operators. Executes the training program for all unit operators including system capabilities, tactics, and employment considerations. Executes a detailed training plan to create certified operators capable of deploying and providing desired ISR capability to combatant commanders. Plans, organizes, and instructs academic and hands-on training pertaining to the use of intelligence systems; provides advice on the proper weapons and tactics to enhance execution of the ISR mission. Supervises and executes policy, instructions, and procedures governing the overall management of the training program. May be required to maintain certification and demonstrate proficiency as an instructor. Plans and presents material in accordance with lesson plans. Updates course materials to include study guides, visual aids, simulation scenarios, written tests, training aids, and course outlines. Collaborate and comply with MAJCOM guidance to ensure standardized, compliant instruction is delivered to operators in initial and/or continuation training programs. c. Standardization/Evaluation: (15%) Evaluates unit compliance with gaining major command standards and directives. Participates in staff assistance visits (SAVs) and management/compliance inspections. Conducts SAVs to functional and operational areas within the squadron, and upon request, at other units. Performs other duties as assigned. D2395 Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Air National Guard. SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. Military Rank Requirements: ENLISTED (E-3 to E-6) 1. Must maintain a Top Secret / Sensitive Compartmented Information (TS/SCI) clearance level which is based on the position security access requirement. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. *4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 5. This position requires the incumbent to occasionally travel away from the normal duty station. The incumbent must be willing and able to travel on military and commercial aircraft. 6. Incumbent is required to maintain qualifications and/or certifications of position assigned. 7. This position requires military membership, compatible unit and Air Force Specialty Code (AFSC) assignments, to include medical requirements of the position. MINIMUM REQUIREMENTS: Experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts. Experience preparing clear and concise written reports. SPECIALIZED EXPERIENCE REQUIREMENTS: GS-0132-9/11: Must have at least 1 year at the next lower level experience in the following: GS-09: Experience, education or training performing functions involving various intelligence systems and organizations. Experience reviewing and analyzing data including technical reports, surveys, and studies. Experience preparing and conducting training plans and programs, both formal and on-the-job. GS-11: Experience, education or training developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations. Experience in administrative, investigative, or technical work which required the applicant to deal effectively with others. Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports. Education Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
