The Iowa Economic Development Authority (IEDA) is dedicated to strengthening economic and community vitality by building partnerships and leveraging resources to make Iowa the choice for people and business. We are seeking a dedicated and detail-orientedInternal Controls Managerto join our team in Des Moines, IA.
At a senior level, this position provides internal controls for IEDA and Iowa Finance Authority (IFA) federal and state programs and reports, while ensuring compliance with federal funding sources.
Responsibilities:
Compliance and Reporting
Collaborates with program and project managers throughout IEDA|IFA to ensure compliance with federal and state contracts and grants.
Collects and organizes data for report completion.
Coordinates the preparation and submission of monthly, quarterly, and annual reports to federal agencies including, but not limited to the US Treasury, the IRS, and HUD including the consolidated plan, analysis of impediments to Fair Housing, annual action plan, and CAPER.
Leads the quality assurance division for IEDA and IFA Community Development including but not limited to LIHTC, CDBG, CDBG-DR, and HOME.
Coordinates and provides documentation to City, State, Federal, and Independent Auditors during grant and program reviews.
HUD Point of Contact
- Serves as the Fair Housing and Equal Opportunity (FHEO) Officer for the agency’s housing programs. Manages data between HUD and organization systems, ensuring compliance tracking and reporting.

The Internal Controls Manager position is a non-merit, non-contract position that is classified by the State of Iowa as an Economic Development Specialist 3 and exempt per FLSA.

Minimum Qualification Requirements
Graduation from an accredited four year college or university with a major emphasis in the fields of research, planning, economics, finance, public relations, business, corporate finance, journalism, or marketing and four years of full-time experience in specialized technical support work which included responsibility for interpreting laws, rules, and regulations, and/or securing compliance with them; or compiling and evaluating statistical, historical, economic, business, financial or related technical program data;
OR
an equivalent combination of education and experience substituting one year of the required experience for each year (thirty semester or equivalent hours) of the required education.
