MidAmerican Energy Company Manager/Director, Rates and Regulatory Policy in Des Moines, Iowa

Primary Job Duties and Responsibilities (Essential Job Function) Directs and coordinates strategic activities related to gas and electric pricing, tariff filings, rate case filings and tariff interpretation. Typical Duties At the direction of the Vice President, Regulation, serves as the state regulatory manager. Directs and coordinates strategic activities related to gas and electric pricing, tariff filings, rate case filings and tariff interpretation. Manage fulfillment of regulatory requirements. Organize and direct staff to develop systems and procedures to comply with regulatory requirements in Iowa, South Dakota, Illinois and Nebraska. In consultation with the legal department, maintains, manages, and coordinates the portfolio of state regulatory work between the legal regulatory team and the rates and regulatory team to assure timely, well-coordinated, and high quality regulatory filings, responses, initiatives, and presentations while attaining balanced outcomes and maintain effective and positive regulatory relationships. Develops, establishes and maintains an effective document center to support accurate and secure filings and internal filing documentation that is properly and logically archived and internally transparent and accessible. Coordinate and assist in the preparation and review of testimony and other regulatory filings for purposes of planning, implementation of programs, program evaluation, prudence review and cost recovery. Assures compliance with tariffs and regulation. Provides written and oral testimony, if needed, to support any federal or state regulatory filings. (45%) Assists the Vice President, Regulation with maintaining relationships with regulators allowing for exchange of information and presentation of company positions. Represents company positions on regulatory matters to commissioners, board members and other regulators, customers and various other groups; testifies before regulatory commissions. (10%) Develops and presents utility cost of service studies. Responsible for rate design and pricing, rate impact studies and formal rate complaints. Manages the company's regulated pricing database. Completes all reporting requirements related to load research and rate classes. In consultation with finance and accounting, develop and sustain effective revenue requirements expertise, documentation and testimony, both written and oral. (20%) Directs the analysis of energy efficiency measures and their impact on load and complies with related energy efficiency reporting requirements. (5%) Provides inputs to energy efficiency plans and modifications, develops savings targets and budgets, and supports testimony and exhibits. Is responsible for ensuring the company's commercial/industrial load management program complies with all system operator and regional transmission organization requirements. Economic studies related to solar, private generation and other demand-side management measures are completed as required. (5%). Develops strategy for proposed and enacted regulatory issues and recommends company positions and action plans to senior management. Provides assistance and advice to senior management and managers in other areas of the company regarding potential regulatory impacts of proposed actions. (5%) Monitors federal and state regulatory filings that have an impact on energy markets. Reports, analyzes and interprets such regulatory filings to management. Such reporting, analysis and interpretation will include potential impact on electric, natural gas, fuel and transmission related issues without being a conduit of information as required by the Standards of Conduct. Advocates energy market issues to regional transmission organizations as such issues relate to federal and state regulatory policies and/or procedures. (5%) Develops and implements regulatory monitoring process that communicates requisite information to management and legal department in a timely manner. Researches, analyzes and assesses the impact on energy market activities caused by regulatory decisions and interpretations and develop regulatory strategies to optimize/mitigate the impact. Bachelor's degree in accounting, business, economics, finance, math, engineering or related field or equivalent work experience. (Typically, six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.) Eight or more years of related experience in regulatory analysis, including three years supervisory/management responsibilities. Strong computer skills; proficiency in Word, Excel, Access, DB2 and PowerPoint; demonstrated ability to understand and utilize computer systems and applications as tools for analysis. Leadership abilities, effective interpersonal skills and the ability to work independently and as part of a team. Negotiating skills to secure approval of proposed tariff and rate case filings. Must have broad knowledge of the industry and experience in dealings with regulation. Strong analytical skills to address highly complex issues. Computer skills must include spreadsheet and word processing applications. Excellent oral and written communication skills, including presentation skills. Effective interpersonal skills and leadership abilities. Effective analytical, problem-solving and decision-making skills. Strong project management skills; ability to prioritize and handle multiple issues and projects concurrently. Ability to maintain confidentiality of information.
