Job Description

Monitoring Administrative Consultant, Division of Special Education

The Monitoring Administrative Consultant will be an integral member of the Division of Special Education, providing leadership, guidance, and support to DOE special education team members.

**Experience in PK-12 special education required.

Responsibilities Include -

Provide guidance and coordination as it relates to Division of Special Education goals. Offer technical assistance to the field and internal goal monitoring in cooperation with the Bureau Chief, Directors and division staff. Evaluate programs provided to and by districts, schools and Area Education Agencies.

  • Coordinate and support bureau Educational Program Consultants (EPC) in their work in the division.

  • In correlation with the Bureau Chief, develop and implement an annual process of monitoring Individuals with Disabilities Education Act (IDEA) implementation, including self-assessment and data collection activities, to identify areas of commendation and areas of noncompliance that require corrective action.

  • Provide or coordinate with other bureaus to provide technical assistance as needed in the development and implementation of the corrective action activities.

  • Disseminate information by phone and in writing and coordinate to provide technical assistance to schools and partners in response to general and policy interpretation.

  • Participate in the development and dissemination of policy guidance, regulations, and program guidance in all areas or responsibility.

  • Manage the resolution of audit findings.

  • Maintain a working knowledge of the state and federal policy and the impact of proposed legislation on the bureaus and the programs it oversees.

  • Support the Department priorities through performing other duties as assigned by the Bureau Chief.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university, and experience equal to five years of full-time, professional-level work in program administration, development, management, or operations.

2) A combination of a total of nine years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work may substitute for one year of full-time experience.

3) Graduation from an accredited college or university with a Master's degree in social work, law, education, engineering, or public or business administration, and experience equal to three years of full-time, professional-level work in program administration, development, management, or operations.

4) Current, continuous experience in the state executive branch that includes two years of full-time work as an Education Program Consultant.
