Summary This position is located at the VA Medical Center in Des Moines, IA. The Program Coordinator is responsible for consolidating, analyzing, preparing, and presenting data from all Primary Care and Specialty Medicine programs. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Major duties include, but are not limited to: Analyzes management techniques, processes, systems, and styles for the improvement of organization effectiveness; Use analytical techniques to analyze, evaluate, process, and make recommendations for influential effective organizational changes across the continuum of care; Perform program cost analyses such as development of life cycle or other cost analyses of projects or performance of cost benefit or economic evaluations of programs; Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and or operating programs and the accomplishment, evaluation and/or monitoring of audits, inspections of internal control reviews; Evaluate results of audits, performance improvement, sustainability, inspections, and forwards action items to the responsible organization; Provide technical advice and assistance to other Program Analysts. Including: planning work and adjusting priorities as needed; providing guidance and instruction on work and administrative matters; identifying training needs and providing or arrange for training; and finding ways to increase the quality of the work; Work Schedule: Monday to Friday, 7:30am until 4pm Recruitment & Relocation Incentives: Not authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications To qualify for this position, you must meet the following requirements: Specialized Experience: One (1) year of specialized experience equipped with the knowledge, skills and abilities to successfully perform the duties of the Program Analyst position. To be creditable this specialized experience must have been equivalent to at least the GS 9 grade level in the Federal service. Specialized experience includes performing data analysis and reporting of the efficiency and effectiveness of healthcare services, utilize a wide variety of data warehouses to perform data mining, management of data, including proficiency with Access and Excel, and analysis of data, skill to present recommendations and solutions to program and process improvements. (This experience must be documented in your resume.) OR Education: Successful completion of three (3) years of graduate education leading to a Ph.D. degree, or equivalent doctoral degree or LL.M, in a directly related field. This education must have been obtained in an accredited college or university. Additional Information Physical Requirements: The work is primarily sedentary, although some slight, physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. Travel between campuses will be required and occasional travel outside of VACIHCS will also be required. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
