Job Description
The Iowa Department of Health and Human Services (HHS), Division of Compliance, with the Bureau of Human Resources is seeking a Public Service Manager 1 to manage the Service Delivery Specialists and manage the corresponding program areas. This position supports the HHS Bureau Chief of Human Resources. This is a full-time opportunity, Monday – Friday 7:30 AM- 4:00 PM. Ideally this position would be located in Des Moines, however for the right candidate consideration may be given to other HHS locations within the state. Regardless of the location, this position will be required to travel to other HHS locations throughout the state on an as needed basis.
Responsibilities
• Directly manages and reviews/evaluates and approves the work of subordinate team members. Responsible for all duties common to supervision such as: writing and conducting performance evaluations and providing constructive feedback based on observations and facts noted; making hiring decisions; providing on-boarding training to new employees; ensuring employees receive on-going training and development; approving leave requests, time sheets and expenses; investigating employee misconduct and making discipline decisions; approving work schedules; assigning work responsibilities to staff; making final determination of work priorities; measuring progress for deliverables; and recommending process changes when appropriate.
• Administers Human Resources programs by providing management, supervision, leadership and coaching for the team members assigned to each program. This position advises managers on related organizational policy matters and recommends needed changes. This position must have knowledge of principles and procedures for HR, health and safety, timekeeping, benefits, classification, and records retention. Plans and develops goals, objectives and procedures related to the teams and program areas; keeps staff informed of goals and objectives.
• Works closely with the Bureau Chief of Human Resources in developing, implementing, and evaluating ongoing HR policies, programs, functions, and activities related to the HR Delivery Services Bureau of the Division. Handles escalations by resolving issues and deescalating situations and creating process improvements from those escalations. Regularly access process improvements of HR processes under the scope of the position.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):
a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
