Job Description

This is a non-merit position with the Iowa Department of Education. Candidates must follow the instructions in the "To Apply" section.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

TheBureau Chief will be an integral member of the Department, providing supervision for Human Resources.

Your Responsibilities:

Serve as the Bureau Chief for Iowa Department of Education Human Resources. Ensures all decisions are made in the best interest of Iowa Department of Education and its employees, in alignment with State and Federal policies, rules and laws.

Supervises and evaluates the work of subordinates; recommends personnel actions related to selection, disciplinary procedures, performance, leaves, grievances, work schedules, and assignments; administers personnel policies and procedures.

Collaborates with other leaders on operational problems that influence agency management/ organization and serves as a key resource person in evaluating and recommending solutions to problems, both financial and administrative.

Directs program operations through subordinate managers; selects or participates with considerable weight in the selection of subordinate managers and key program employees; represents management in dealing with employee grievances/complaints and other matters pertaining to employment relations.

Assigns and evaluates work assignments of all HR personnel, functions, goals, targets, and processes. Establishes and implements operating policies and procedures for the administration of Agency training to effectively implement all HR functions. Oversees program budget and works with Finance to achieve budget goals. Works in coordination with all DE Divisions to ensure consistent, compliant delivery of program and services. Collaborate with DE leadership, ISD, IESBVI to identify and make data driven decisions on program targets/goals, policies/rules, and procedures.

Develop and maintain DE project management procedures for all HR functions. Ensure that DE Management has all the tools and resources needed to compete their responsibilities.

Maintain software, resources, calendars, and training requirements for each DE job classification and training records for all DE employees. Collaborate with Communications to maintain LinkedIn outreach. Collaborate with DAS and other state agencies regarding Learning Management System by sharing best practices, templates, and functionality concerns for platform improvement.

Other duties as assigned: assists Division Administrators, Bureau Chiefs, and other Managers with special projects or ongoing procedures associated with all DE programs.

Hours: 8:00 A.M. – 4:30 P.M., Monday – Friday, some nights and weekends

    DESIRABLE QUALIFICATIONS:

  • Knowledge of Department of Administrative Services human resources policies and procedures

  • Experience with Workday or other HRIS system

  • Experience with NeoGov or other online Applicant Tracking System

  • Proficient in Microsoft Suite products, specifically Excel and Word

  • Proficient in Google Suite products, specifically Mail, Calendar, Drive

  • Public Service experience preferred (defined as working for a local, state or federal government)

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

3) All of the following (a and b):

a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
