Job Description

The Iowa Department of Inspections and Appeals (DIA) is seeking to fill the position of Chief Financial Officer (Public Service Manager 2).

This position is a member of the executive leadership team, and manages the financial resources of the department. The position provides direction, coordination, and evaluation of the department’s budget and accounting activities through the supervision of four subordinate staff. The administration of the essential finance program includes, but is not limited to, the following:

• Implements the accounting system to meet management needs, state requirements, and federal regulations. Ensures that all accounting and budgeting is performed in accordance with prescribed standards and regulations.

• Distributes and balances workload, answers questions, provides direction and guidance in resolving a variety of financial issues, reviews work, selection of perspective staff and promotions or reassignments of staff.

• Prepares the annual budget for DIA, submits final budget to the Department of Management, and maintains documentation.

• Coordinates the preparation and conduct the review of monthly financial statements for all divisions and administratively attached units.

• Directs the annual preparation of shared services allocation calculations and ensure consistent policies and procedures are in place for year-to-year comparison, and supporting documentation of changes of policy or procedure for audit purposes.

• Prepares the GAAP package submission for DIA and administratively attached units, and submits the package to the Department of Administrative Services and Auditor of State.

• Ensures State Accounting Enterprise policies and procedures are followed.

• Prepare the federal cost allocation plan for approval and update as required by agreement with the federal government.

• All revenues are reconciled with all expenditures quarterly to ensure adequate funds were drawn and that no funds were overdrawn.

• Serves as primary contact with the State Auditor's Office.

• Prepares and submits the State-wide Cost Allocation Plan (SWCAP).

• File required Federal and State reports accurately and timely. This position either authorizes or recommends final approval to the deputy director.

• Make decisions and recommendations to the director regarding the allocation of limited resources in the development of that budget request and work with division administrators to develop their budget within the resource limits.

• Process departmental financial transactions. Is the final payment approval for all departmental expenditures.

• Develops and submits an approvable indirect cost allocation plan and keep it updated to ensure that the maximum allowable indirect costs are collected.

• Directs the continuing financial audit of costs incurred under cost reimbursement contracts.

• Final approval and signoff of departmental payrolls.

• Ensures match rates are projected for federal and other funds.

• Federal budgets are prepared and submitted on a timely basis.

• Coordinate the quarterly billing process.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

3) All of the following (a and b):

a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
