Job Description
The Iowa Department of Revenue’s Internal Services Division is seeking aStrategy Realization Program Manager.
The Internal Services Division plays a crucial role in ensuring the Department's day-to-day operations run smoothly, efficiently, and effectively. Its responsibilities span many areas, from the safeguarding of confidential taxpayer data, management of the GovConnectIowa Program, integration of technology solutions with business objectives, human resources, data analytics, and business continuity activities.
The dedicated staff of this division focus on elevating both the internal and external customer experience. Throughout the year, the division coordinates education and outreach initiatives, fostering connection with our customers.
This role will oversee the Department’s portfolio of initiatives, projects, and programs while ensuring alignment with the Department’s Strategic and Operational Plans, public policy objectives, and regulatory requirements. This role ensures that Revenue initiatives meet their goals efficiently and effectively while adhering to standards and accountability measures.
This role will collaborate across various stakeholders (internal and external) to achieve outcomes that serve the Department's mission, vision, and values.
In this position you will:
Manage the Department’s portfolio of strategic initiatives by performing intake and evaluation of initiatives, business case development, performance monitoring and reporting, benefits realization, and investment justification
Determine necessary staffing requirements, financial/technological resources, and evaluation/reporting procedures for Department of Revenue projects, programs, and initiatives
Oversee resource utilization for the Department as related to projects, programs, and initiatives, including cross-agency collaboration
Support the Department in responding to factors impacting Department operations by assessing the current state, evaluating options, and making recommendations for solutions (which may be business, technology, or both)
Analyze a variety of information (e.g., state and federal laws, rules, or regulations) and recommend solutions for resolving program/project administration problems
With input from the Department’s Legislative Liaison, plans and implements changes resulting from legislative activity
Coordinate and oversee activities with IT service providers to ensure compliance with the Department’s regulatory bodies
Lead business process improvement events utilizing Lean facilitation, Kaizen, and other continuous process improvement techniques
Preference will be given to candidates with the following:
Project management certifications and/or formal project management training
Experience facilitating cross-functional teams through complex process changes using Kaizen, Design for Lean, 5S or other Lean methodologies
Experience with strategic planning and execution
Experience in leading diverse teams
Job Specific Competencies:

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time professional-level work in program administration, program development, program operations, or management.
2) A total of nine years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
3) All of the following (a, b, and c):
a. Three years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 2 or two years of full-time work as an Executive Officer 1 or comparable specific management-level position.
