Responsibilities

As a TRAFFIC MANAGEMENT SPECIALIST, GS-2130-9 your duties are below;

Evaluates day-to-day operations to ensure the safe, efficient and economical use of cargo operations and/or carrier services. Resolves conventional problems associated with the movement of cargo, to include complex movements. Incumbent develops transportation guidance, plans for individual items, including any special handling, packaging, or other unique requirements, and analyzes transit time data to determine carrier effectiveness. Develops a real transit time base for use in planning shipments. Independently works on specified segments of large projects or well-defined projects of lesser scope involving explosives, other hazardous materials and items requiring special handling, such as classified, mail, medical, etc., that require the application of standardized traffic management methods and procedures. Conducts transportation studies by analyzing data items. Develops recommendations concerning improvements, new routes, consolidate shipments, new pickup and delivery schedules. Develops instructions and draft directives for noncontroversial issues. Ensures shipments are moved safely and efficiently. Prepares and distributes instructions and coordinates these instructions with the appropriate office. Monitors compliance issues and refers controversial problems to supervisor. Reviews draft instructions and operating procedures and recommends changes. Reviews documentation to verify accuracy of transportation related items. Resolves conventional problems associated with the movement of cargo. Provides advice, recommendations, solutions, and guidance to management, procurement and staff organizations, AF and DOD and non-DOD agencies on the safe, efficient and economical use of transportation resources. Monitors customer complaints of poor performance and recommends corrective action. Prepares briefings, point papers, studies, and staff summaries within established suspense. Provides advice to managers and program officials on transportation considerations of the organization's mission and programs. Performs other duties as assigned. D2126

NATIONAL GUARD MEMBERSHIP IS REQUIRED:This is an excepted position that requires military membership in a compatible military assignment in the Iowa Air National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment. Qualifications

MINIMUM REQUIREMENTS:**Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE REQUIREMENTS: GS-2130-9:Must have at least* 24 monthsexperience in the following:* 1. Experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. 2. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. 3. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. 4. Experience which involved negotiations with carriers on individual shipments or traffic movement.

Education

Substitution of Education for Specialized Experience -Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements. Education -Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

To receive credit for Education, you must provide college transcripts to support your Educational claims.

SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a secret clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result in termination of employment. Failure to complete NGB prescribed courses at the PEC for new FTS personnel within the first year of employment may be cause for reassignment or termination of FTS. ENLISTMENT CASH BONUSES: Acceptance of a technician position may affect any bonus and/or educational assistance that may be applicable. Please contact your Education Office prior to accepting a position with the Iowa Army National Guard. Participation in direct deposit is mandatory.

  1. Knowledge of industry practices and procedures and the established regulations, requirements, and techniques related to a transportation functional program and a practical knowledge of the Defense Transportation System (DTS).
  2. Knowledge of a wide range of traffic management policies, principles and practices and an in-depth knowledge of commercialtraffic management activities.
  3. Knowledge of special handling or movement requirements associated with freight, passengers, or other transportation operations
  4. Knowledge of organizational practices and activities and skill in applying this knowledge to plan and accomplish a variety of complex work assignments, and the ability to identify, analyze and resolve transportation issues or problems.
  5. Knowledge of the relationship of traffic management to ANG organizational programs and functions.
  6. Knowledge and ability to resolve problems associated with the movement of passengers and freight
  7. Knowledge and ability to develop transportation plans for individual items including special handling packaging, or other unique requirements.
  8. Knowledge of financial/budgetary requirements sufficient to perform monthly reconciliation of all charges associated with the transportation program.
  9. Knowledge of transportation regulations and requirements to ensure efficient, safe, and economical cargo operations and ability to conduct special studies and work on projects within the transportation arena.
