SCOPE:

The VP, Facilities Administration position is responsible for the management, maintenance planning , space planning, and construction activities associated with all Hills Bank owned and leased banking locations, warehouse and storage facilities.

ACCOUNTABILITIES:

Strategic

  • Provide management oversight for the maintenance and repair of the building, grounds, equipment and facilities. Responsible for planning, providing, and maintaining energy efficient building systems, controls and accessibility consistent with the various government requirements.

  • Develop and implement methods to standardize, simplify, automate and continuously evaluate facilities processes to optimize service level, control costs and meet the bank's needs.

  • Create a 3 to 5 year capital plan based on management input and assist in providing priority based on needs as well as strategic direction of the bank.

  • Forecast facilities preventative maintenance needs and create a 3 to 5 year plan for updates and replacements.

  • Direct maintenance, cleaning and utility management programs. Establish and maintain appropriate standards of care. Ensure code compliance, including fire, safety and Americans with Disabilities Act.

  • Consult and collaborate with internal customers, including business managers and employees, to understand business objectives and develop solutions that will achieve those objectives. Work as a liaison with staff, contractors, and vendors to address and resolve facilities issues that may arise.

  • Work- with others to create a consistent experience across the bank for the general look and feel that the bank is striving to deliver.

  • Working with the Credit and Legal Department, this position will manage and maintain bank OREO (Other Real Estate Owned) properties.

Facilities and Maintenance

  • Proactively make recommendations for facilities to ensure professional/consistent look that meets the bank's design standards.

  • Lead activities that are related to interior and exterior design standards for branches and coordinate minor construction, facilities maintenance, and equipment maintenance efforts.

  • Assess maintenance requests and property conditions, and complete work orders or assign them to in-house maintenance staff or vendors/subcontractors.

  • With assistance of others, assess facilities needs and present recommendations for capital improvements, furniture, equipment, and key required maintenance items.

  • Problem solve for effective day-to-day operations.

  • Has the ability and experience to perform routine maintenance duties as needed.

  • Responsible for facilities including regular branch inspections. Duties may include maintenance of control systems.

  • Maintain safety and security, monitor vendor access, and maintain appearance and overall environment of the organization and facilities.

  • Interact with office and bank staff, ordering and/or completing maintenance requests, and could also involve ensuring security procedures are being followed correctly and monitoring alarm and/or data systems.

Administrative/Budgetary

  • Using sound financial management practices, provide overall planning, budgets and administration of the facility operations.

  • Demonstrate budgeting skills while managing funds for priority improvements or repairs for the various locations.

  • Understand and perform duties in accordance with the Vendor Management and Accounts Payable/Receivable processes.

  • Negotiate vendor agreements and procure competitive bids as needed.

  • Monitor, track, negotiate, and ensure vendor and contractor compliance with facilities-related contracts and agreements.

  • Coordinate to ensure proper insurance coverage on properties, equipment, and construction sites. Develop and manage annual facilities budget.

  • In charge of ordering and overseeing vendor work, which will most likely involve direct contact with multiple contractors and/or bank employees.

  • Report time spent on projects, document notes, and take photos of repairs completed, all through use of a combination of service desk software/mobile device

  • Work closely with Compliance and Security teams to ensure buildings and grounds are safe for employees, members and visitors.

  • Prepare, maintain and submit ongoing reports to executive management.

Supervisory Duties

  • Manage Facilities department.

  • Hire, oversee work, perform routine 1:1's; coach, review performance, disburse daily work orders.

  • Work with individual facilities staff members in establishing individual goals and efforts to meet them.

Other

  • Assist with managing leased property.

  • Must be willing to be on call as needed.

  • Working with others, coordinate and manage all physical ATM installations, moves, modifications for the Bank as well as coordinate the Mobile ATM moves and removals as needed.

  • Make use of ticketing/asset management system to track facility assets of the bank.

  • Perform all other duties as assigned.

EDUCATION AND SPECIAL REQUIREMENTS:

  • Minimum: two-year degree in related field or 10 years' experience in commercial facility management/maintenance.

  • Prefer: four-year degree or designation from an accredited source in property or facility management and/or maintenance; 6-10 years of job specific experience including management.

  • Minimum of five years of supervisory experience.

  • Experience in maintenance and cost planning.

  • Project Management/Construction Management experience highly preferred.

  • Facilities maintenance, operations, and mechanical system experience required.

  • Existing, local contractor relationships or bank of resources a plus.

  • Spanish speaking is a plus.

  • Perform primarily sedentary work with limited physical exertion and occasional lifting of up to 75 lbs. While performing the duties of this job, the employee is regularly required to sit; use hands to handle, or feel objects, tools, or controls; and talk or hear.

  • Experience in business continuity planning is a plus.
