Summary:

The Iowa Judicial Branch is seeking candidates for a Contract Administration Supervisor. Under the direction of the Director of Juvenile Court Services, this position supervises, coordinates, and balances workload for Contract Administrator positions within the Judicial Branch; manages and assigns statewide contracts; serves as a subject matter expert, providing oversight and enforcement of procurement and service contracting for Juvenile Court Services (JCS) within the Judicial Branch. This position is eligible for the option to telework after the initial training period.

Responsibilities:

Supervises and evaluates the work of subordinates based on practices and procedures as outlined by Judicial Branch Human Resources.

Researches state and national best practices, providing continual technical assistance, written resources, guidance, and oversight in procurement and contract development and management for JCS.

Directs and reviews the work of general and budgetary accounting and contracts; coordinates the operations of the JCS procurement unit with other Judicial Branch activities.

Provides professional advice to subordinates in the resolution of difficult contracting and procurement problems and answers inquiries from other JCS and Judicial Branch personnel concerning contracting and procurement.

Determines and implements processes to ensure compliance with contractual performance measures; provides technical assistance and consultation with JCS and Judicial Branch personnel.

Conducts studies and surveys of procurement and contracting; develops recommendations for modifications and revisions to procurement and contracting policies and procedures; evaluates, recommends and leads training related to contracting and procurement.

Interprets and assures compliance with appropriate federal, state, and Judicial Branch policies, rules, regulations, and standards in the areas of procurement, service contracting, budgeting and reporting.

Analyzes RFP respondent’s inquiries regarding award status and recommends next steps to address and respond to inquiries.

Coordinates routinely with Judicial Branch legal personnel concerning contracting matters, compliance with law, and working to mitigate litigation risk.

Writes and disseminates written instruction manuals and procedures relating to procurement, contracting, budgeting, and reporting.

Performs other duties and responsibilities as assigned by the Director of Juvenile Court Services or designee.

This is a non-merit position. Candidates must follow the instructions in the "To Apply" section.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Minimum Qualification Requirements

Applicants must meet the requirements in Section 1 or2 to qualify for the position.

  • An applicant must meet the requirements of (a) and(b).

a) Graduation from an accredited college or university with a Bachelor’s Degree with major coursework in finance, law, public or business administration, or other related areas of study.

b) A minimum of five years of experience in a highly responsible administrative, supervisory or investigative capacity in business, government, court, legal, or other closely-related field which involved: interpreting and enforcing federal or state laws; or quality assurance review to determine the level of compliance with contract and program requirements; or drafting, negotiating or examining contracts or related documents is required. At least one year of experience must be as a lead worker or supervisor.

  • A minimum combination of nine years of post-high-school education and full-time work experience in the areas of business, government, court, legal, or other closely-related field which involved: interpreting and enforcing federal or state laws; or quality assurance review to determine the level of compliance with contract and program requirements; or drafting, negotiating or examining contracts or related documents. At least one year of experience must be as a lead worker or supervisor.

  • A year of education is equal to receiving thirty semester hours of credit, in the course work referenced in Section 1, from an accredited college or university.

  • A year of education is equal to one year of full-time experience, in a highly responsible administrative capacity, in business, government, court, legal, or other closely-related work.
