Job Description
The Iowa Department of Homeland Security and Emergency Management, Response Division, is seeking a detail oriented and highly motivated self-starter to join the Non-Disaster Grants and Administration Bureau. As part of our continued growth and commitment to compliance excellence, candidate is responsible to ensure adherence to state accounting rules and regulations. Incumbent will serve as theAccounts Payable Officer.

What We Are Seeking:
The Iowa Department of Homeland Security and Emergency Management (HSEM) is seeking a highly motivated, detail oriented, and analytical team player to join its accounting and financial team. Candidate must have superb computer skills and communication skills.
Must be able to read and interpret federal and state regulations related to grants and financial management. Candidates must be able to work independently or as part of a team.
Must be able to work a minimum of 40 hours a week. Overtime may be required during times of disaster response operations. This position is located at the Hickman Office Building in Windsor Heights, IA.
What you will do:
Primary functions for this job include but are not limited to:
Process payments using the department’s in-house system (EMGrants) and the state’s system (Iowa Advantage and Workday). Audit accounting transactions and related documents to ensure compliance with applicable state and federal policies. Coordinate with purchasing agent to resolve any discrepancies between the purchase order and invoices received. Monitor outstanding invoices and work with vendor to obtain invoices in a timely manner. Investigate and resolve vendor inquiries into past due accounts.
Verify and process travel reimbursements in accordance with the established state rules.
Reconcile the department’s US Bank travel and purchasing card statements. Ensure that all required documents are attached, and that the totals match the statements.
Provide phone support for the department’s main office line, mail out warrants daily, and coordinate incoming and outgoing office mailings.
Review PARS and time sheets for the Response Division to ensure accuracy and completeness.

Travel: Some travel required.
This position will require a presence in the office on a regular basis. There will be a potential option for some remote work once on-boarding and training have been completed, but this is not a fulltime remote work position.

7:30 A.M. - 4:00 P.M. or 8:00 A.M. - 4:30 P.M.

an equivalent combination of education and experience, substituting one year of clerical office work for each year of the required education;
OR
an equivalent combination of education and experience, substituting thirty semester hours of accredited post high school education in Business, Accounting or a closely related curriculum for each year of the required experience;
OR
employees withcurrentcontinuous service in the state executive branch that includes experience equal to one year of full-time work as an Accounting Technician 2.
