Disaster Grants Financial Officer

This position provides professional level grant program technical assistance to internal and external stakeholders including governmental and private non-profit organizations, in the development of federal/state grant program applications for programs and specific undertakings of the Robert T. Stafford and National Flood Insurance Reforms Acts.

The position’s functions include but are not limited to:

  • Provides professional level grant program technical assistance to governmental and private non-profit organizations.

  • Understands Generally Accepted Accounting Principles (GAAP) and state accounting practices. Creates, designs, revises, and updates reports in Excel, Word, PowerPoint, and AdobePro.

  • Reads and interprets complex federal and state laws, rules, regulations and procedures, interprets statistical data and writes technical material.

  • Grasps complexities and perceives relationships among data, events, problems or issues and generates suitable alternatives and accurate solutions.

  • Assists in the preparation and execution of subrecipient monitoring activities and grant closeouts in accordance with appropriate federal and state guidance, rules, regulations and standards.

  • Assists in the review of pay requests and appropriate support documentation from subrecipients and other agencies

  • Utilizing web-based platforms, such as FEMA’s Grants Portal, FEMAGO, EMGrants Pro and Iowa Advantage.

  • Assist as needed in the State Emergency Operations Center (SEOC) and/or performs preliminary damage assessments in disaster site work environments that may include mud, debris, damaged buildings and infrastructure if requested.

Key Responsibilities:

The Disaster Grants Financial Officer provides professional level grant program technical assistance to governmental and private non-profit organizations in the development of federal/state grant program applications for programs and specific undertakings of the Robert T. Stafford and National Flood Insurance Reforms Acts.

Review subrecipient Request For Reimbursement (RFR) submissions for accuracy and regulatory compliance.

Review subrecipient procurement documentation for compliance with federal and state laws, regulations, and policies. Coordinate the program project officers to address compliance concerns and obtain missing/updated documentation necessary to process reimbursement requests.

Interprets federal and state regulations, policies, and legislation. Advises the Disaster Grants and Administration Bureau Chief, Program Managers, and other State and Federal emergency officials, Councils of Governments, Mayors, County Boards of Supervisors, and other government officials and agencies on the requirements for and options available with respect to the financial provisions of the federal and state programs, laws, policies and regulations.

This person must be knowledgeable of the Uniform Code of Federal Regulations Title 2, Subtitle A, Chapter 2, Part 200, (2 CFR Part 200), state accounting and procurement policies. This person should be familiar with Robert T. Stafford Act, National Flood Insurance Reform Act, FEMA’s Program and Policy Guidance for Public Assistance, Individual Assistance and Hazard Mitigation Programs, Office of Management and Budget (OMB) regulations/circulars and related regulations, Code of Federal Regulation 44 (CFR), and related regulations and State Code and Administrative Rules.

This person will be responsible for a variety of financial tasks including but not limited to completing the Recovery Divisions monthly billings, conducting sub-recipient pre-award risk assessments, auditing employee time cards, and other financial transactions as assigned.

Successful candidates for this position will demonstrate the following competencies:

Use standard office equipment, computers and applicable software and web-based programs and applications to support the mission. Ability to work under high pressure situations for long periods of time is required.

Provide professional level grants program technical assistance to governmental and private non-profit organizations.

Assist program project officers in the review of appropriate supporting documentation from sub recipients and other agencies.

Assist the program project officers in the preparation and execution of sub recipient finance related monitoring activities and grant closeouts in accordance with appropriate federal and state guidance, rules, regulations and standards.

Read and interpret complex federal and state laws, rules, regulations and procedures, interpret statistical data and write technical material. Must be able to grasp complexities and perceive relationships among data, events, problems or issues and generate suitable alternatives and accurate solutions.

Travel to and from disaster sites. Perform preliminary damage assessments in disaster site work environments that may include mud, debris, damaged buildings and infrastructure.

This position is required to be in the office on a regular basis. There is the potential for remote work on an as-needed basis once on-boarding and training have been completed, however, this is not a full-time remote work position.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree any field, and experience equal to three years of full-time professional experience in grant program planning, analysis, or administration work; professional accounting; civil or construction engineering; or professional administrative work.

2) All of the following (a and b):

a. Three years of full-time professional experience in grant program planning, analysis, or administration work; professional accounting; civil or construction engineering; or professional administrative work; and

b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

3) All of the following (a, b, and c):

a. Two years of full-time professional experience in grant program planning, analysis, or administration work; professional accounting; civil or construction engineering; or professional administrative work; and

b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and

c. Graduation from an accredited college or university with a Master’s Degree in Business or Public Administration, Economic, Engineering, Financial, Social, Health, Agricultural studies, or closely related curriculum.

4) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as an Emergency Management Specialist 1.
