Environmental and Historic Preservation Officer

This position provides professional level EHP technical assistance to internal and external stakeholders including governmental and private non-profit organizations, related to the adherence to National Environmental Policy Act (NEPA) of 1969 and the National Historic Preservation Act (NHPA) of 1966, in addition to all other applicable environmental and historic preservation laws, regulations and executive orders.

The position’s functions include but are not limited to:

  • Assisting federal, state and local government partners in the delivery and management of Iowa’s Homeland Security and Emergency Management Grant Programs, to specifically include the Federal Emergency Management Agency (FEMA) public assistance and disaster mitigation grant programs, to include Environmental and Historic Preservation (EHP) aspects of all projects.

  • Serve as the Department’s primary point of contact with FEMA-R7 Regional Environmental Officer, State Historic Preservation Office (SHPO), Office of the State Archaeology, interested tribal groups and the Advisory Council on Historic Preservation.

  • Provide EHP program policy advisement to program managers and department leadership.

  • Provide technical assistance to sub recipient officials to ensure they understand and adhere to special conditions in a project’s Record of Environmental Consideration (REC). Work with SHPO and sub recipients to implement treatment measures as required.

  • Develop and maintain EHP standard operating procedures (SOPs), guides, job aids.

  • Provide support to the State Emergency Operations Center (SEOC) during disaster response activations, this includes coordinating debris management site locations and identifying EHP concerns in the disaster impacted areas.

  • Utilizing web-based platforms, such as FEMA’s Grants Portal, SHPO’s e-106 portal and I-Sites.Gov.

Key Responsibilities:

The Environmental and Historic Preservation Officer leads in a statewide capacity and has direct responsibility to collaborate with representatives from Federal and State agencies, local governments, private business and political representatives. Serves as the Department’s point of contact for coordination and implementation, management and delivery of the EHP services. Coordinates work activities with program project officers and sub-recipients to ensure EHP compliance.

Interprets Environmental and Historic Preservation regulations, policies, and legislation. Advises the Recovery Division Administrator, Program Managers, and other State and Federal emergency officials, Councils of Governments, Mayors, County Boards of Supervisors, and other government officials and agencies on the requirements for and options available with respect to the provisions of the Environmental and Historic Preservation programs, laws, policies and regulations.

This person must be knowledgeable of the National Environmental Policy Act (NEPA) of 1969, National Historic Preservation Act (NHPA) of 1966, Stafford Act,the Endangered Species Act, Clean Water Act, Clean Air Act, Resource Conservation and Recovery Act, National Flood Insurance Reform Act, Office of Management and Budget (OMB) regulations/circulars and related regulations, Code of Federal Regulation 44 (CFR), and related regulations and State Code and Administrative Rules.

Acts in a liaison role with local and state elected representatives for the agency by providing oral and written briefings, develops written correspondence for congressional inquiries on matters relating to agency public assistance and disaster recovery programs. On occasion, may be asked to participate in meetings to provide technical assistance and answer questions from the general public.Coordinates with key staff in the development of reports to show the impact and benefits of Environmental and Historic Preservation aspects of disaster assistance and mitigation projects to support demands for continued funding.

In support of the program project officer, this position has the responsibility of providing EHP technical support, ensuring all project EHP conditions are met, as well as evaluating disaster assistance projects and proposing EHP revisions for multiple simultaneous projects.This person must be able to interpret regulatory or administrative decisions to execute legal requirements including identifying factors that affect compliance of environmental resources, historic preservation legislation and Executive Orders on floodplain, wetlands, and environmental justice.

Duties of this position also include supporting damage assessment training for Public and Individual Assistance programs, incorporating written and verbal instructions and guidance to field operatives from HSEMD and other deployed state agency personnel and includes the recruiting and training of local engineers and other support personnel for disaster related recovery operations.

Preferred Skills and Qualifications:

Successful candidates for this position will demonstrate the following competencies:

  • Use standard office equipment, computers and applicable software and web-based programs and applications to support the mission. Ability to work under high pressure situations for long periods of time is required.

  • Provide professional level EHP program technical assistance to governmental and private non-profit organizations.

  • Assist program project officers in the review of appropriate supporting documentation from sub recipients and other agencies.

  • Assist the program project officers in the preparation and execution of sub recipient EHP related monitoring activities and grant closeouts in accordance with appropriate federal and state guidance, rules, regulations and standards.

  • Read and interpret complex federal and state laws, rules, regulations and procedures, interpret statistical data and write technical material. Must be able to grasp complexities and perceive relationships among data, events, problems or issues and generate suitable alternatives and accurate solutions.

  • Travel to and from disaster sites. Perform preliminary damage assessments in disaster site work environments that may include mud, debris, damaged buildings and infrastructure.

    This position is required to be in the office on a regular basis. There is the potential for remote work once on-boarding and training have been completed, however, this is not a full-time remote work position.

Minimum Qualification Requirements

1) Graduation from an accredited four-year college or university with a degree any field, and experience equal to three years of full-time professional experience in grant program planning, analysis, or administration work; professional accounting; civil or construction engineering; or professional administrative work.

Three years of full-time professional experience in grant program planning, analysis, or administration work; professional accounting; civil or construction engineering; or professional administrative work; and b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

3) All of the following (a, b, and c):

a. Two years of full-time professional experience in grant program planning, analysis, or administration work; professional accounting; civil or construction engineering; or professional administrative work; and b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and c. Graduation from an accredited college or university with a Master’s Degree in Business or Public Administration, Economic, Engineering, Financial, Social, Health, Agricultural studies, or closely related curriculum.

4) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as an Emergency Management Specialist 1.
